Everyone with an nbl license can race any race in nj on an nbl track.
so yea man, he can race.
4 locals and 1 state qualifier make him eligible to race the state championship at howell for a state plate, then we have an awards thang later in the fall.

It seems that young kids have the uncanny ability to race and if you are photoing them, look you DEAD in the camera.
